Biden is violating the Impoundment Act (1974) by withholding funds from Israel that were duly appropriated by Congress; thus, Biden is cutting off arms to Israel unlawfully.

Rogue Obama also threatened to withhold money from Ukraine through Rogue Biden who bragged about it in a published video of his appearance at the Foreign Relations Counsel.
